Problem Statement

You want a fully automated system to monitor government bidding opportunities (PhilGEPS) in the Philippines with the following requirements:

  1. Automatic Login

    • Every morning at 5:00 AM, automatically open and log in to notices.philgeps.gov.ph using AutoHotkey with your credentials.

  2. Automated Search

    • After logging in, automatically search for bidding opportunities that match specific keywords, for example:

      • "laboratory equipment"

      • "BS in Criminology"

      • "Philippines"

  3. Filtering and Extraction

    • From the search results, extract relevant information, including:

      • Title of the bid

      • Publishing date

      • Closing date

      • Category

      • Procuring agency

      • Approved Budget for Contract (ABC)

      • Direct link to the notice

  4. Top 10 Results

    • Select the top 10 matching opportunities.

  5. Notifications

    • Send the results via email.

    • Optionally, send via Telegram or Viber.

    • Ensure only new bids are sent to avoid duplicates.

  6. Document Handling (Optional)

    • Optionally download the bidding documents or notices (HTML or PDF) to Google Drive for record-keeping.

  7. Automation Schedule

    • AutoHotkey handles login at 5:00 AM.

    • Google Apps Script handles search, filtering, extraction, email/Telegram notifications, and optional downloads at ~5:05 AM.
